NDC and REDD/Investment plan

The core of our work lies in the development and implementation of innovative and economically viable land use solutions for agreed policy objectives and approaches. This within the framework of Nationally Determined Contributions (NDC) and in the context of REDD+, Forest Landscape Restoration (FLR), deforestation-free supply chains and ecosystem-based adaptation (EbA). Our ambition is to create suitable conditions for forest and agricultural land uses that support sustainable development and to upscale proven climate-smart forestry and agricultural production systems.

Research beyond the business plan

Support to the Congo Basin countries toward preparing – Land-based sectors (AFAT: Agriculture, Forestry and Other Land Use) play a major role in NDCs and should be taken into account in land-use planning processes (eg, land use). – Establishing NDCs requires, not only engaging institutions in charge of
environment and forests, but also mapping current and future climate finance initiatives, in order to build human and institutional capacity and development and transfer appropriate technologies with a focus on coordinating and building an enabling environment for mitigation and adaptation innovations. This calls for strong commitment on the part of the Ministries of Finance and Planning – Support to COMIFAC in the following two areas: In the area of climate finance, NDCs will gain credibility and easily fit into government actions if: (1) the budgetary performance of past actions to combat climate change and its effects is well assessed; (2) climate finance sources are well integrated into government planning, budgetary execution and control systems. COMIFAC member states must cooperate to pool resources and
approaches that will enable them to revise their NDC scenarios to make them more credible, ambitious and consistent with their national interests. The idea is to identify policies with no regrets for these countries. In the forest and land sector OFAC is a valuable tool. For revisions to these Nationally Identified Contributions (NDCs) expected in 2020, Trainings and capacity building – Analyses and synthesis -Project and program development -Tracking and monitoring of progress -Revision and update of NDC -Policy, planning and financing advice – Prospecting investment opportunities – Drafting of NDC action plans – Climate Negotiations: Decoding and analysis of negotiation text -Training and capacity building – Drafting of negotiation positions – Preparation of technical papers and briefs – Strategic planning and partnership Negotiation update reports – Technical and secretariat support – COP and SB preparatory workshops / meetings – Climate Finance: Advocating, Fund raising, Lobbying, traning, coaching: Planning and Delivering – Climate policy, investment plans and fiscal frameworks – Enabling governance architecture – Accessing Climate Finance – Monitoring Climate Finance – Enhanced support for climate finance readiness – the emphasis on the importance of providing climate finance readiness funding and assistance reflects the now widespread recognition that planning for and using climate finance remains a highly complex challenge. A crucial part of effective planning for climate finance requires that the capacities of recipient countries to build key partnerships with international donors and partners for strengthening capacities and sharing experience on climate finance readiness. This support again, is particularly important for many Congo Basin countries where basic institutional, organizational and policy arrangements are weakly designed and at times even entirely lacking.  Support – Finance ready to GCF funding for readiness and preparatory activities, technical assistance, such as in the preparation or strengthening of low-emission development strategies or plans, NAMAs, NAPs, NAPAs.

A number of international climate funds and institutions as well as development partners have established specific programs for helping decision makers in developing countries to strengthen their capacities for accessing and delivering climate finance resources. These include, to name a few major entities, the Global Environmental Facility (GEF), the Climate Investment Funds (CIFs), the UNDP, the UN-REDD program for REDD+ Readiness, the World Bank (WB), the Adaptation Fund (AF), the Climate & Development Knowledge Network, as well as the German Readiness Program (implemented by GIZ, KfW, UNDP, United Nations Environment Program (UNEP). Most recently, the Green Climate Fund (GCF) has allowed for the Fund to provide “early readiness funding” to enhance country ownership and direct access and consequently, the effectiveness of the fund itself in channeling financial resources.
